Scope limits: Must have
Buyers still own the process definition: concentrate or BOV liquid, viscosity, can-neck drawing, valve type, whether propellant charging is in the cell, throughput with test conditions, three-phase supply, compressed air demand, footprint, quantity, destination and the FAT/SAT sample plan. Without those inputs, manufacturers cannot quote the same object. We will not invent missing drawings or substitute a generic “aerosol filler” photograph for a specification.
Tradeoff
A coordination desk can line up quotation formats; it cannot accept the machine. If a bidder offers a video FAT only, that is a commercial choice the buyer must record, not a defect we “fix” by rewriting the offer. If two bidders price different station lists, the honest comparison is a scope table, not a single headline price.
